Personalizar a estrutura e visualização das categorias

bom dia a todos!
gostaria de implementar um 'code' em um parte do fórum, sendo ela a parte das 'Categorias do Fórum' e para isso, vou fazer um post com imagens junto do conteúdo, todas as informações que tenho a respeito do pedido:

onde viu: fórum.
meu fórum.
versão: punbb.
OBS: na verdade o meu pedido se baseia na opção 'na onde viu', mas não muda muita coisa, alguns efeitos são deixados de lado etc, a ideia do pedido está à baixo.

tenho a ciência de que para isso existe a possibilidade de não ser implementado, mas na melhor hipótese, já agradeço quem se propor a me ajudar neste tópico, pois sei o quanto é difícil de modificar ou editar esse tipo de pedido, e por eu não ter esse conhecimento, me recorro a vocês, em suma, obrigado a todos que se proporem em me ajudar!

categorias do fórum:
atualmente meu fórum se encontra assim, como na imagem abaixo:

OBS: dei uma reduzida na imagem para melhorar a visualização, caso queira ver o tamanho real clique aqui.

no entanto, gostaria de modificar a estrutura dessa parte do fórum para que fica-se assim:


vou explicar detalhadamente como essa parte do fórum deverá ficar:


como podemos ver, o ícone 1 representa a parte da largura do ícone da categoria. fazendo uma comparação com o Original e com o Pedido no fórum podemo ver que ele foi 'justificado', esse é o primeiro ponto.

 como podemos ver, o ícone 2 representa a parte que na ilustração original ficaria as escritas ''Fórum, Tópicos, Mensagens e Última Mensagem", no entanto, essa parte se reduzira para 5px de altura, pois as ''escritas'' deveram estar a baixo, como monstra no ícone 3.

 o ícone 3 diz respeito a parte principal das alterações, pois como podemos ver, no original é o campo dos ''Tópicos e Mensagens", a intenção do pedido é fazer com que eles fiquem nesta configuração, a baixo do título das categorias (fórum).

# quanto aos ícones utilizados na ilustração e que ficam na frente dos tópicos e das mensagens.

OBS: como mostra na ilustração do pedido.

 o ícone 4 diz respeito a ''Ultima Mensagem'' como podemos ver na imagem original, no entanto, meu pedido é que ao lado dela, tenha uma linha vertical e que dentre essa linha e o avatar do ultimo membro que postou tenha uma largura de 15px dentre a linha (lado esquerdo) e as informações (lado direito).

se possível, adicionar o efeito ''tooltip'' ou similar a ele, no que diz respeito do conteúdo do tópico, como mostra na imagem à baixo:

OBS: esse efeito se encontra no mesmo lugar onde postei "onde viu"

está muito bom Sennior! no entanto, poderia fazer alguns ajustes! vou explica-los a seguir:

gostaria que se possível, ajusta-se o ícone do fórum, eu deixei marcado na imagem a cima, e se possível também, adicionar uma linha vertical ao lado direito, como mostra na imagem à cima (de vermelho). e uma linha embaixo tambem, para separar os ícones do fórum.

1º diz respeito ao ícone, gostaria que somente fosse ajustado para não ficar ''colado" com a linha esquerda das categorias.

2º diz respeito ao título, vejamos que no original ele está à trás em comparação com os itens a baixo (Tópicos e Mensagens), gostaria que fosse ajustado como na ilustração a cima.

3º diz respeito a uma linha, que no original não existe, gostaria de que ela fosse implementada, é uma linha que separa o conteúdo do tópico de quem o postou (por último).

4º diz respeito a uma suposta linha, que possa separar todo o conteúdo.
