Código de efeito no menu não funciona

Qual é minha questão:
Estou tentando mudar o efeito de menu ao passar o mouse sobre ele ,

queria efeito igual a esse fórum : http://forum-frito.forumeiros.com/forum

já consegui o código mais não altera em nada .

Medidas que eu tomei para corrigir o problema:
adicionei esse código na folha css
